Public permits and notifications
What information should you prepare for a renovation permit check?
Start with the exact address and a complete description of the work. Gather existing and proposed drawings and note which building elements, dimensions and uses will change. Run the Omgevingsloket permit check for all relevant activities and retain the result with its date and assumptions. The check provides guidance rather than absolute certainty. Discuss unclear combinations or activities missing from the check with the municipality or other relevant authority.
Why should both technical and spatial rules be checked for a renovation?
The technical building activity assessment and the rules applying to the location are separate parts of the check. An answer about one part does not automatically settle every permission question for the project. Establish which activities the design includes and check them against the same current drawings. Ask the municipality for clarification where the result is unclear, particularly for protected buildings, facade alterations or a combination of different works.
What should you check before removing a wall or making an opening?
First have an appropriate professional establish whether the wall contributes to the structure or relevant fire separation. Use existing drawings and further investigation if the situation is unclear. Develop the design, any calculations and the proposed method before finalising permissions. IPLO identifies removing a load-bearing wall as an example of a technical building activity requiring a permit. Also check location-specific requirements and, in an apartment, the necessary owners’ association process.
What checks belong in demolition planning where asbestos may be present?
Before demolition, identify the materials to be removed and the expected waste. Use the Omgevingsloket to check whether a demolition notification or another permission is required. If suspect older materials are present, establish whether they contain asbestos and what handling is permitted before disturbing them. Do not break, sand or remove them simply to keep the project moving. Include investigation, any specialist removal and the required clearance in the work sequence.
Is a renovation quality plan the same as statutory quality assurance?
No. You can agree practical checks, finish references and deviation records with your contractor. The Dutch statutory quality-assurance system has a separate meaning: where it applies, an independent quality assurer assesses compliance with technical building rules. The words “quality plan” in a quotation do not establish which statutory procedure applies to your work.
Use the concrete work plan to complete the relevant Omgevingsloket checks and discuss uncertainty with the municipality. Then ask who will perform each assessment, its purpose and the documents you will receive. Keep checks of the agreed finishes, technical assessments and any statutory formalities clearly identifiable.
For example, if a quote merely says “quality inspection included”, ask whether this means the contractor’s own check, a separate inspection you commission or a formal role within an applicable statutory system. Have the scope and limits confirmed in writing. Do not infer an automatic exemption or approval of the entire project from that phrase.
Owners’ associations and apartments
Which VvE documents should you review before renovating an apartment?
Request the deed and drawing of division, applicable regulations and relevant previous decisions. Use them to establish the boundary between private and shared parts of the building. Identify proposed changes affecting the structure, facade, roof or shared systems. Ask the managing agent which procedure and decision-making authority apply. Where provisions are unclear, seek advice from a VvE specialist; The Hague municipality also offers information and advice through its VvE desk.
How do you make a renovation proposal clear enough for a VvE to assess?
Provide one coordinated package showing the existing and proposed situation, affected building elements and relevant technical information. Explain access, protection of common areas, disruption and arrangements for repair and maintenance. Confirm how the proposal reaches the appropriate agenda and who makes the decision. Retain the recorded decision, conditions and approved drawings together. An informal conversation with a neighbour or managing agent does not replace the applicable decision-making process.
What should you do if the design changes after a permit or VvE approval?
Compare the proposed change with the drawings and conditions supporting the original decision. Describe exactly what will change and which building elements or systems are affected. Before carrying out the alteration, check whether a revised application, notification or further VvE decision is needed. Then issue one updated set of project documents. Retain earlier approvals as history while making clear which version now governs the work.

Prepare a renovation proposal that can be assessed
One coordinated package for the VvE
Show what remains, what changes and which shared building elements may be affected. Use one current document set. This working checklist helps collect questions; the applicable division documents determine the coordination required.
- Drawing: existing and proposed layouts, with a date and revision number.
- Work description: tasks, proposed method and interfaces with shared structure, pipework or ventilation.
- Coordination: access, protection, disruption, contact person and outstanding questions.
- Decisions: recorded conditions, required agreement and how later changes will be submitted again.
Ask the building manager which additional documents your proposal needs. The Hague VvE advice service provides information about subjects including renovation rules, division documents and maintenance planning.
The Hague: address check dated 31 October 2026
The design-quality policy that took effect on 7 January 2026 sets criteria for new building and alterations. Use the municipal viewer to find relevant address-specific principles and keep your findings with the project documents.
The viewer does not grant permission for your proposal. Have the specific work, any protected status and relevant procedures checked alongside the address criteria. A VvE decision and a municipal assessment serve different purposes; one does not replace the other.
